If I were you, I’d check out my local community college. Classes are usually cheap, and they will often be more than happy to take in younger students. Don’t delude yourself into thinking that there is such a thing as “college level programming.” A computer science major in his freshman year of college is just as qualified as you are to learn a programming language. Sometimes you’ll find books and courses that try and dumb things down for High School students. Don’t be tempted to try those things. They often teach you poor programming style that you’ll need to relearn later on.
I started learning to code at 14, so I can offer you a few pointers. If this is your first programming language, I would suggest you try starting off with Java instead. It’s a much gentler language.
If you’re still interested in learning C++, I recommend you start by learning C, and than learn C++ after you feel like you have a firm understanding of all the complexities of C (don’t even try and learn C++ before you fully understand pointers). There’s two great books I would recommend if you want to tackle learning it on your own:
“The C Programming Language” by Brian Kernighan and Dennis Ritchie
    and
“Thinking in C++ by Bruce Eckle,” which you can find for free at http://www.smart2help.com/e-books/ticpp-…
For Java, I would recommend “Big Java” by Cay Horstmann.
    Good Luck!
